Land Development Process

Overview

This page provides an overview of the process that may be required for new development, major redevelopment or significant site improvements. Depending on the scope of the project, multiple land use processes may occur concurrently to streamline the overall process.

Land Development Code Process

Depending on your project, the following steps may be required:

  • Pre-Submittal Meeting
  • Annexation* - if the property is not currently in the City
  • Zoning/Rezoning/Planned Unit Development (PUD)** - to change existing zoning
  • Regulating Plan** - required in the Urban Center (UC) zone district
  • Platting/Subdivision
  • Site Plan*** 
  • Site Civil Construction Drawings
  • Development Permit
  • Building Permit

Roadway Design and Construction Standards

The City of Centennial Roadway Design and Construction Standards Manual establishes the City’s standards for the design and construction of public infrastructure. These standards work with the Public Works Right-of-Way Regulations(PDF, 1MB) to define construction requirements within the City.

Stormwater/Flood Awareness (SEMSWA)

The Southeast Metro Stormwater Authority (SEMSWA) is the City’s stormwater partner and is responsible for reviewing, approving, and permitting for stormwater, grading, erosion and sediment control, and floodplain-related plans for properties in Centennial.

SEMSWA reviews:

  • Land use cases
  • Construction documents and associated agreements
  • Drainage plans and reports
  • Grading, erosion and sediment control plans
  • Floodplain documentation

SEMSWA issues the following permits:

  • Stormwater Public Improvement Permit (SPIP)
  • Grading, Erosion and Sediment Control Permit (GESC)
  • Floodplain Development Permit (FPDP)

SEMSWA also serves as the City’s Floodplain Administrator and manages the federally mandated MS-4 permit and regulates stormwater compliance. For more information, visit SEMSWA or call 303-858-8844.

Flood Awareness

Flooding can result from rain, snowmelt, poor drainage or infrastructure failure. Important things to know:

  • All properties have some level of flood risk
  • Flooding can occur outside of mapped floodplains
  • Not all flood-prone areas have been idenitifed by the Federal Emergency Management Agency (FEMA)

Know Your Flood Risk

If your property is located within a floodplain:

  • Consider purchasing flood insurance, as standard homeowner's insurance does not cover flood damage
  • Any work within a floodplain requires a Floodplain Development Permit from SEMSWA

Public Improvement Agreement

A Public Improvement Agreement is required when a development project includes the construction of public infrastructure. This agreement ensures required improvements are completed in accordance with City standards and within established timelines.

Required Improvements

The Public Improvement Agreement identifies all required public improvements and establishes the standards that must be met during construction.

Phasing

With City approval, public improvements must be provided before a Development Permit can be issued.

Financial Security

Financial security for required public improvements must be provided before a Development Permit can be issued.

Using the Templates

Most PDF templates are provided for reference and illustrate the information required for a specific type of submittal. These PDF documents are not intended to be used to create your official plans.

Applicants should use the dwg templates below (typically open into AutoCAD). Once completed, plans should be converted to PDF and submitted through the City's online customer service portal.
