The Streets at SouthGlenn

A draft Traffic Impact Study (TIS) has been completed by Felsburg, Holt, & Ullevig (FHU) on behalf of the developers to assess the effects of project-related vehicle trips on adjacent roadways and to identify roadway improvements needed to accommodate anticipated traffic. The property owners are planning to re-evaluate this study. Re-counts at each intersection included in the initial report will take place to assure the numbers accounted for all school traffic.

1. The TIS assessed the anticipated impact of a maximum development scenario that consists of 1,071 additional residential dwelling units, including 148 units that are currently permitted by the Master Development Plan (MDP) but not yet built, and up to 280,000 square feet of new entertainment, office, and retail space. Maximum development scenarios are routinely studied in traffic studies to identify and prepare for the highest potential impact.
2. The TIS concluded that the proposed development’s additional daily vehicle trips can be absorbed by the existing transportation network while maintaining acceptable levels of service.
3. Of the 15 intersections studied, two are identified as needing traffic mitigation improvements due to traffic growth independent of the proposed development project and because of existing traffic crash data.  
   1. Regional traffic growth projections show a decline in the level of operating service at the Arapahoe and Vine intersection.  Traffic signal changes are proposed to mitigate this decline.  Once the traffic signal changes are in place, level of service is projected to improve compared to current conditions - even with the regional traffic growth and traffic generated by the proposed development project included.  
   2. The intersection of University and Davies is recommended to be converted to a right-in/right-out only intersection due to existing traffic crash and level of service data.
4. Additional vehicle trips entering adjacent residential neighborhoods due to the proposed development is limited (10 or less trips per intersection during a peak hour).

The Streets at SouthGlenn is a mixed-use center that includes shopping, dining, living and working options that serve the neighborhood, the City, and the region. It is located at the southwest corner of Arapahoe Road and University Boulevard in Council District 1 of the City of Centennial. The site of the former Southglenn Mall went through a major redevelopment between 2006 and 2009 to become what we now know as The Streets at SouthGlenn.

The owner-developers of The Streets at SouthGlenn, Alberta Development Partners and Northwood Investors, are considering changes to the Master Development Plan (MDP) to allow for additional redevelopment which may include retail, residential, office, and entertainment uses. The proposed changes only affect the farthest north and south areas of the center including the location of the Sears and Macy’s buildings. The majority of The Streets at SouthGlenn would remain the same.

In 2006, the City entered into an agreement, called a Master Development Agreement (MDA), with the developer to establish the process by which the Southglenn Mall was redeveloped. The MDA required a submittal of a MDP that established the zoning and rules of what was allowed to be built. The City approved the original MDP for the Streets at SouthGlenn simultaneously with the MDA in 2006.

Major amendments to the approved MDP (as defined by the MDA) must go to the Planning and Zoning Commission and City Council for consideration.

The City has compiled a list of frequently asked questions received from residents about the potential changes to the Streets at SouthGlenn MDP. These will be updated as we receive additional questions and as more information becomes available.

Your questions/comments will be shared with the owner-developer and City staff. Additionally, we will use your questions/comments to assist us in updating the frequently asked questions about the project. 

Residents have the opportunity to provide feedback during two community meetings. The first was on March 19, 2019. The second meeting occurred in November 2019.

Residents are also welcome to attend the public hearings before the City’s Planning and Zoning Commission and City Council. These meetings have not yet been scheduled, but are anticipated to take place in 2020.
