However, this increased rate was expected by staff as expenditures were budgeted to increase due to the purchase of new software and an increase in employee salaries while revenues were budgeted to decrease as the number of tickets have been steadily decreasing the last four years. In 2016 the cost of collecting a single dollar was $1.40.
